Tito Sarte Sarion a leader with proven leadership

DAET, CAMARINES NORTE | Pamumuno na may napatunayan na, ito ang sinisimbolo ng liderato ni dating Mayor Tito Sarte Sarion ng Daet, Camarines Norte, batay sa taunang ranking na isinasagawa ng Cities and Municipalities Competitiveness Index (CMCI).

Ang CMCI ay taunang ranking para sa mga Lungsod at Munisipyo sa Pilipinas na binuo ng National Competitiveness Council (NCC) sa pamamagitan ng Regional Competitiveness Committees (RCC’s) sa ilalim ng Department of Trade and Industry – Competitiveness Bureau (DTI-CB), sa pakikipagtulungan ng United States Agency for International Development (USAID).

Ang nasabing taunang Competitiveness Index ay nilalahukan ng umaabot sa 1,363 munisipyo mula sa ibat-ibang panig ng bansa.

Ang competitiveness ranking sa mga lunsod at munisipyo ayon sa CMCI ay niraranggo batay sa overall competitiveness score. Ang overall competitiveness score ay ang kabuuang puntos mula sa apat na pangunahing haligi na pinagbabasehan ng pagpipili, ito ay ang Economic Dynamism, Government Efficiency, Infrastructure at Resiliency.

Makikita sa ranking na isinagawa ng Cities and Municipalities Competitiveness Index (CMCI) noong 2014 na ang Daet ay nasa kategoryang First Class Municipality at ito ay naging most promising Local Government Unit (LGU) sa buong Pilipinas dahil sa pagiging Rank No.1 nito sa Overall Competitiveness ranking.

Nanatili sa mataas na pwesto ang Daet sa ranking na isinagawa ng Cities and Municipalities Competitiveness Index (CMCI) noong 2015, ang Daet ay pumasok bilang Rank No.14.

Subalit sa pagpasok nang taong 2017 na nagpapakita ng performance ni incumbent Mayor Benito Ochoa bilang bagong alkalde ng Daet na humalili kay former Mayor Tito Sarion ay nagsimula ng bumulusok ang Ranking ng Daet sa taunang competitiveness index na isinasagawa ng Cities and Municipalities Competitiveness Index (CMCI), kung saan bumagsak sa Rank 336 ang Munisipyo ng Daet.

Kasunod nito ay ang tuloy-tuloy nang pagbulusok ng Ranking ng Daet sa competitiveness index na isinasagawa taon-taon ng Cities and Municipalities Competitiveness Index (CMCI), National Competitiveness Council (NCC) Regional Competitiveness Committee (RCC) sa ilalim ng programa ng Department of Trade and Industry – Competitiveness Bureau (DTI-CB), kung saan bumagsak ito sa pinakamababang ranking na Rank No. 450 municipality.

Ipinakikita ng datos na ito mula sa ranking ng Cities and Municipalities Competitiveness Index (CMCI) na bagsak ang Munisipyo ng Daet sa mga pangunahing batayan ng kumpitensya, ito ay ang Economic Dynamism, Government Efficiency, Infrastructure at Resiliency sa ilalim ng mababang uri ng pamamahala ng kasalukuyang alkalde.

Economic Dynamism is usually associated with activities that create stable expansion of business and industries and higher employment. This is the concrete representation of productivity as it matches the output of the local economy with local resources. Conceptually, it is the combination of the entrepreneurial spirit and the financial institutions that will channel dynamism (Edmund Phelps). It is recognized that localities are the centers of economic activities. Therefore, business expansion and job creation are easily observable in local settings.

Government Efficiency refers to the quality and reliability of government services and government support for effective and sustainable productive expansion. Conceptually, this factor looks at government as an institution that is generally not corrupt; able to protect and enforce contracts; apply moderate and reasonable taxation and is able to regulate proactively (La Porta et al, 1999). This represents the people and culture factor that Porter alluded to in understanding the process of competitiveness and making locations productive. It is divided into ten indicators.

Infrastructure refers to the physical building blocks that connect, expand, and sustain a locality and its surroundings to enable the provision of goods and services. It involves basic inputs of production such as energy, water; interconnection of production such as transportation, roads, and communications; sustenance of production such as waste, disaster preparedness, environmental sustainability and human capital formation infrastructure. This represents the idea of making productivity sustainable over time. It is divided into ten indicators.

Resiliency is the capacity of a locality to facilitate businesses and industries to create jobs, raise productivity, and increase the incomes of citizens over time despite of the shocks and stresses it encounters. This implies that the role of local governments is critical in ensuring a competitive environment to make businesses sustain their profits, create jobs, and increase the productivity of its people. In order for localities to be able to do this, it must be resilient in its infrastructure, governance, social and environmental systems.
