The FENIX Files | PHILIPPINE National Police reported the recovery of 28 kls High grade cocaine worth P200 million, 27 kilos of cocaine worth P170 million, 16.5 liters of liquid cocaine worth P130 million, 1,030.37 grams worth P5 million and a tracking device used to track drugs found in Camarines Norte waters.

The contraband items were recovered by the fishermen in four separate occasions since last week between April 15 and April 22, by fishermen from Perez town in Quezon and Basud town in Camarines Norte.

First recovery

Fishermen from the island town of Perez in Quezon province found an estimated 28 kilos of high grade cocaine worth more than P200 around 9:30 p.m. on April 15 (Sunday) during their fishing venture in Camarines Norte.

Fisher folks from Barangay Pinagtubigan in Quezon’s eastern town of Perez reported the find to the barangay chairperson in Perez who, in turn, sought assistance from the local police in recovering the blue drum.

Perez municipal police station received a call from Barangay Pinagtubigan Este chair Leonardo Reyes informing them of the drum, which yielded some 27 packs of unknown substances marked RR and LEXUS.

Fishermen Jeffrey Taro, Victor Anarcho, Antonio Permian and Dencio Sanico were venturing off the waters of Camarines Norte when they accidentally intercepted the illegal cargo.

Second recovery

Last week, fishermen recovered some 27 kilos of cocaine worth P170 million floating in the waters between Camarines Norte and Perez town in Quezon.

Third recovery

A fisherman fished out at least a kilo of high grade cocaine worth PHP5 million off the sea waters near Calaguas Island in Vinzons town in Camarines Norte early morning on April 20, 2018 at about 2:00 AM.

Report reaching The Fenix Files from Camarines Norte Police Provincial Office Public Information Office here showed that Noel Feraman Solver,50 years old, a resident of Purok 7, Barangay (village) Mampili in Basud town, aboard FB Briyana, accidentally fished out a small package wrapped around by plastic and packaging tape with markings similar to the bricks of high grade cocaine found floating off the sea waters of Camarines Norte found by some fishermen from Quezon province.

Doubtful about the package,Solver decided to turn it over to Vinzons Municipal Police Station. It weighs over a kilo or 1,030.37 grams.

Quantitative examination was conducted by the Provincial Crime Laboratory Office on the aforementioned suspected drugs gave positive result to the tests for the presence of cocaine, dangerous drug weighing 1,030.37 grams.

Fourth recovery

A plastic container filled with 16.5 liters of white liquid substance used for the production of cocaine was recovered by four fishermen along the waters of Calaguas Island in Camarines Norte.

Philippine National Police chief Director General Oscar Albayalde presented the seized illegal substance before the media in Camp Vicente Lim in Calamba City, Laguna on Tuesday.

Albayalde said that the liquid substance could produce about 13 kilograms of cocaine with an estimated value of P130 million.

The said substance was recovered on April 22 at around 7 a.m. by Jayner Tisou, Michael Sekreto, Joven Mendez and Virgilio Yanilla.

Tracking device

Another group of four fishermen found a metallic device floating near the waters where the liquid substance was fished. He said the device was later found equipped with a tracking device.

Police said a “buoy” retrieved by fishermen in the waters off Camarines Norte province on Sunday night was a “sophisticated, high-tech” tracking device used in monitoring drug shipments.

It was the first time that such kind of device was intercepted in Philippine waters, confirming suspicions that drug dealers have been transporting narcotics by sea, police officials said.

The device, similar to a buoy featuring a plastic neon orange top, contained a GPS (global positioning system) instrument. It weighed about 5 kilograms and contained a packet of silica gel that kept moisture off.

The device, along with packs of cocaine tightly sealed in plastic that protected it from seawater, and a plastic drum of liquid cocaine were presented to reporters by Director General Oscar Albayalde, chief of the Philippine National Police.

Duterte warned: ‘Watch your back’

The Duterte government must also investigate Philippine Coast Guard officials in the province on suspicion of being in cahoots with drug traffickers who smuggle illegal drugs from China through its porous coastline and should also look into the involvement of a governor in the province of Bicol in the illicit drug trade.
