DENR MEMORANDUM: conduct an Immediate Investigation on “HANDOG TITULO PROGRAM PARA SA MAMAMAYAN”, availed by Cam Norte Gov. Tallado | The FENIX Files

Camarines Norte | January 20, 2017 – The Undersecretary for Field Operations of the Department of Environment and Natural Resources (DENR) Dr. Isabelo R. Montejo, has issued a Memorandum to the Regional Director of DENR Region 5.

The memorandum has instructed DENR Bicol Reg’l Director Crisanta Marlene P. Rodriguez to conduct a thorough investigation and submit her report with findings with a categorical recommendation within fifteen (15) days upon receipt of the memo.

Usec. Montejo mentioned that his memo pertains to the letter dated September 15, 2016 of the Samahang Gagabay sa Inaasam na Pagbabago ng Bayan (SAGIP-BAYAN), Inc., who requested for an immediate investigation on the questionable processing and issuance of Free Patent Title, a part of “Handog Titulo Program Para Sa Mamamayan” which Gov. Edgardo A. Tallado of Camarines Norte was identified himself as beneficiary in behalf of the landless farmers of the province.

Further, Undersecretary Montejo reminded the DENR Bicol that the Handog Titulo Program Para sa Mamamayan is intended for the qualified landless farmers and must be in actual possession or actual occupants of a public land for at least ten (10) years. (See below copy  of the memo)

Earlier, the Samahang Gagabay Sa Inaasam Na Pagbabago Ng Bayan (SAGIP-BAYAN), Inc mentioned that they believed it was wrong to award the land title with an area of 15,556 square meters (1.5 hectares) to Gov. Edgardo A. Tallado of Camarines Norte. Sagip-Bayan also said, they do not believe that due diligence or due process has been followed to the said transaction.

According to the research of SAGIP-BAYAN, Inc., the purpose of the said government program is to provide land for the landless that’s why the “Handog Titulo Program Para sa Mamamayan” has been launched for the joint distribution effort of the National Government through the Department of Environment and Natural Resources (DENR) for public lands, the Department of Agrarian Reform (DAR) for private lands, the Land Registration Authority (LRA) or Registry of Deeds (ROD) for the issuance of free patent title, and the Local Government Units (LGU’s) for the identification of farmer beneficiaries in awarding land titles to deserving individuals.


But contrary to the said program the landless farmers of Camarines Norte were deprived due to the manipulation, which was revealed by the paper trails that pointed Camarines Norte Governor Edgardo Tallado as the beneficiary of the said program. The FENIX Files
